The MTA is focusing in Manhattan as usual, bringing priorities there, while the outer boroughs don't see anything. (Subway wise) Not even Staten Island! Years ago the line was planned to be extended, but today, no way. As someone i know mentioned that it is pointless to extend anything today. It was better off years ago! More like when the IRT, IND, BMT was all split before it became NYCTA...

Take the BMT 4th Av Line (R) to Atlantic/Barclays, then change directions towards Queens. Take the Manhattan Br/BMT B'way line (N)(Q) to just east of Queensboro Plaza, change directions onto the IRT Flushing Line (7) and take that towards Manhattan and you're there!

I would run a diesel-powered train, use the track connection to the IRT Livonia Avenue Line, go up to the 207th Street Yard, transfer onto the IND 8th Avenue, switch onto the 53rd Street Line, take it to Queens Plaza, reverse direction onto the? (R) via 59th Street, reverse onto the (N)(Q) to just past Queensboro Plaza, and reverse direction onto the (7). It's long, but that's the only way i know.
