For Sazh DLC you get 2 minigames and the story is how he managed to arrive to Serendipity? for what I´ve read. There is a rumor about a Snow DLC but nothing official about this.
In my case the Lightning & Amodar DLC and Sazh DLC are not in my list, at least not in these days.

And I've heard that Sazh is planned to be added as DLC as well. Maybe we might see the others in the future.

As for Noel, who knows? Maybe it has to do with him being pulled back through time and his? contact with the chaos of the Unseen World. That's just my hypothesis, though.
I actually thought Serah was using magic because of Mog at first...

However it is really boring playing as just another japanese faction, I was hoping they would bring in Mongol Invaders or let you choose from Chinese, Mongol or Japanese factions that would be more diverse? in how they fight , use diplomacy, how honour effects them ect...one thing I miss from Rome Total War is the power of Fear, in S2TW you get dishounor which just makes your provinces revolt/rebell. :(

I think the visuals would be fantastic though, imagine going over the top, the off field artillery, the MG posts, storm trooper hit and run tactics and mines. The economy and diplomacy would be interesting too, and the traveling and map changes due to battles would be very fast paced. I reckon the visuals would be the best part :P

Of course the area of the battlefield would be huge as the range of weapons from artillery to actual firearms is either doubled or tripled so battles would take place on a larger scale but that wouldnt remove the tactics of it all. Infantry would probably play a specialist unit like the ninja unit in shogun 2 battles for sneaking and sabotage while the main units would be? tanks and armoured jeeps.
